Hi Jonathan,
You should be able to overwrite the 20-20(All Items) Scheme. If you are getting an error message saying that this is a read-only file, then your permissions are not properly set up. When creating a scheme, you could always rename the scheme to something other than 20-20(All Items) to have yours saved. Once you have your scheme saved with a new name, you can click on File > Preferences > Display tab schemes… and change the All scheme to the one you created.
-The schemes you create can be found in C:\ProgramData\2020\Design\13\Config
