Hi Rob,
you can try removing the catalog using catalog manager and then reset the registries using the Maintenance tools and then reinstalling the catalog. Failing that try upgrading to 11.2 and if you are already at 11.2 then give the support line at 1-866-697-2020 a call and have them look at it.
