When I make a report a report design, the design layout changes. When I go to print it out it only prints on half of the paper.  I have to open the report and close repeatedly for it to work. Right now that isn’t even working.  I am not sure if it’s a setting or the software.

I guess it is because of settings you are having problem in the report. You need to exactly give the page setting to the report. Usually we get problem in the report when we do not do proper setting. I will look on it and soon will update the details if i find solution.
